Trying to immigrate in Canada the last several years, there are indeed many more of us in limbo with international border entry permissions than most people sticking with their national locale and status will ever know. Deportations like ICE's happen from "sanctuary cities" too; migrants are subject to an array of factors beyond any one person's control. There doesn't have to be gate-keeping like this, and building models to ethically address needs for climate (or economic, or persecution-based, etc) migration are indeed a growing task for us all.
